3.1.4.1.Qualifications

(1) Except as provided in Article 3.1.4.3. or 3.1.4.4., the following are prescribed as qualifications for a person to be
  appointed and to remain appointed under the Act as an inspector whose duties include plans review or inspection under
  the Act:
  (a) the person must be registered with the director.

  (2) A registration shall be in a form established by the director.
